In the winter of 2014 in Indianapolis, Indiana, the life of 19-year-old Dawnta D. Civils was tragically cut short. On the evening of February 12th, Civils sustained fatal gunshot wounds. He was one of two victims in the shooting incident who were transported to Community East Hospital for medical attention.

Investigators connected the arrival of the two wounded men at the hospital to a scene where they discovered shell casings, indicating the location of the shooting. Despite the initial ...
