In the late hours of a Thursday evening in Gary, Indiana, 43-year-old Tyrone Hopkins, a Black male known affectionately to friends and family as 'Poe Joe,' was driving on a ramp leading to eastbound Interstate 94. It was approximately 10:40 p.m. on September 13, 2012, when another vehicle pulled alongside his.
