In the spring of 2016, a burst of violence at an Elkhart, Indiana, apartment complex claimed the life of Lavell Evans. The 30-year-old male was shot on April 17, 2016, in the 400 block of Chapman Avenue, at the Washington Gardens apartments. He succumbed to a gunshot wound to the head the following day. The shooting was one of two deadly incidents at Elkhart Housing Authority properties within the same month, sparking fear and concern among residents.
