In the fall of 2019, the life of 21-year-old Devon Gillespe Owens was tragically cut short in Indianapolis, Indiana. A Black male known affectionately as 'Deebo' to his loved ones, he was remembered as a hardworking and independent young man with a constant smile, a love for basketball, and a talent for both debate and listening. On the evening of October 16, 2019, Owens fell victim to an act of senseless gun violence, a devastating event that was later discovered to be a part of a much larger
and violent crime spree that had been terrorizing the city.
The investigation into Owens' death revealed a string of violent crimes that included multiple shootings, robberies, a carjacking, and a fatal hit-and-run, all carried out by a trio of individuals. These suspects were identified as Richard Garrett, Delance Hatcher, and Rashaana Farrow. Their dangerous and deadly actions not only resulted in the death of Devon Gillespe Owens but also claimed the life of another individual, Anthony Mack, and left a trail of numerous other victims in their wake.
