In the bitter cold of a January evening in East Chicago, Indiana, the life of 39-year-old Julio Cesar Salinas was brought to a violent and abrupt end. On January 13, 2020, at approximately 9:30 PM, the sound of about 15 gunshots shattered the quiet of the 3800 block of Elm Street.
