In the bitter cold of a January evening in East Chicago, Indiana, the life of 39-year-old Julio Cesar Salinas was brought to a violent and abrupt end. On January 13, 2020, at approximately 9:30 PM, the sound of about 15 gunshots shattered the quiet of the 3800 block of Elm Street. When police and fire departments arrived at the scene, they discovered Salinas suffering from multiple gunshot wounds.
