In the late summer of 2008, a violent act shattered the quiet of a Chesapeake, Virginia apartment complex, leaving a man dead and a case that would grow cold over the years. On September 1st, Cecil Taylor was shot and killed in his residence at 3153 Fairview Street, Apartment 102. The incident prompted an investigation by the Chesapeake Police Department, but the trail for those responsible eventually ran cold.
