Lionel Bird L. Phillips, aged 53, passed away on May 15, 2012, in Chesapeake, Virginia. Born on August 1, 1958, in Norfolk, Virginia, he was the son of Charles H. Phillips, Sr. and the late Mae L. Phillips. His death was a result of a tragic incident that occurred in South Norfolk.
