In the early morning hours of February 7, 2016, a personal dispute at the Garrison Woods Apartments in Stafford, Virginia, escalated to a fatal conclusion. William Maurice “Moe” Scott, a 33-year-old Black male, was shot during an altercation. Despite immediate efforts to save him, Scott succumbed to his injuries while on the way to the hospital.
