In the early morning hours of February 7, 2016, a personal dispute at the Garrison Woods Apartments in Stafford, Virginia, escalated to a fatal conclusion. William Maurice “Moe” Scott, a 33-year-old Black male, was shot during an altercation. Despite immediate efforts to save him, Scott succumbed to his injuries while on the way to the hospital.
The Stafford County Sheriff’s Office launched an investigation into the shooting.
Later that same day, authorities arrested 20-year-old Chancellor Tolliver, a resident of Stafford County. Tolliver was identified as the primary suspect in Scott's death.
Following his arrest, Chancellor Tolliver was charged with first-degree murder and the use of a firearm in the commission of a felony. The investigation indicated that the altercation between Scott and Tolliver was not a random act of violence but stemmed from a personal dispute. Authorities did not release specific details about the nature of the dispute as the investigation proceeded. The case then moved into the legal system for prosecution.
