In the late afternoon of a summer day in Danville, Virginia, the life of a bright-eyed 3-year-old boy named William Betts, an African American male, was tragically cut short. On August 13, 2016, a gunshot shattered the stillness of the Cardinal Village housing community, and when the chaos subsided, young William, affectionately known as "Tre" to his family and friends, had suffered a fatal wound.
