Samuel Flaugher, a 19-year-old from Chester, VA, tragically lost his life following a shooting incident in Richmond, VA, on April 15, 2019. Samuel was a promising young man, a graduate of Thomas Dale High School, and was studying to become a dental hygienist at John Tyler Community College.
