On a Friday evening, Edward Jamir Neal, an 18-year-old Black or African American male, was inside a residence in Hampton, Virginia, when his life was cut short. The date was March 5, 2021, and Neal was in a back room at a home on the 1000 block of Bethel Avenue, engrossed in video games with a small group of friends. At approximately 10:43 p.m., the sound of gunfire shattered the night, and Neal was struck by a bullet to the neck.
