In the quiet town of Franklin, Virginia, the evening of November 17, 2021, was shattered by the sound of gunfire. When police responded to a report of shots fired in the 300 block of Forest Pine Road around 7:07 p.m., they discovered a scene of violence that would claim the life of 18-year-old Tazman Ahmad Banks. Banks, a Black male, was found inside a residence with a fatal gunshot wound. Another man at the scene had also been shot; he was airlifted to Sentara Norfolk General Hospital and was expected to survive his injuries.
The investigation into the death of Tazman Banks quickly led to a suspect. Kevin Megal Rooks, a 26-year-old resident of Franklin, was arrested in connection with the shooting. The Isle of Wight County Sheriff's Office and agents from the Meherrin Drug Task Force assisted in his apprehension. Rooks was subsequently charged with second-degree murder, malicious wounding, and the use of a firearm in the commission of a felony. He was held without bond at the Western Tidewater Regional Jail as he awaited legal proceedings.

Rooks' attorney argued that the shooting was not a malicious act but rather a tragic outcome of a home invasion gone wrong. The defense claimed that Rooks was confronting individuals who had broken into his home. This defense proved to be compelling, as Kevin Megal Rooks was later found not guilty on all charges in a subsequent trial.
