Juan Carlos Anaya Hernandez, a 24-year-old man from El Salvador, was an aspiring musician who had settled with his family in Alexandria, Virginia, after fleeing violence in his home country. He often serenaded his neighbors in the apartment complex where they lived. His life, however, was tragically cut short on the morning of July 16, 2022, a day that began like any other workday. Hernandez was working alongside his stepfather, 48-year-old Adrian de Jesus Rivera Guzman, performing landscaping services at the Assembly Alexandria apartments. It was just after his mother, Laura Hernandez, had brought breakfast to her husband that the unimaginable happened.
Around 7:30 a.m., as calls about burglaries and shots fired began coming into the Alexandria Police Department from the apartment complex on Century Drive, both Hernandez and Rivera Guzman were fatally shot. They were found to be innocent bystanders, caught in the chaos of a series of crimes unfolding at the location. One of the men died at the scene, while the other was transported to a hospital where he was pronounced dead. The two had just started their workday when they were gunned down, leaving their family and community devastated.
Police quickly identified a person of interest, 27-year-old Francis Deonte Rose, who was taken into custody on the day of the shootings. Initially arrested on burglary charges, Rose was later charged with two counts of second-degree murder and two counts of using a firearm in the commission of a felony in connection with the deaths of Hernandez and Rivera Guzman. The investigation revealed that Rose had been involved in a burglary at the apartments when he encountered the two landscapers. It was also discovered that Rose had allegedly broken into the same apartment complex just three weeks prior to the fatal incident.
The case brought scrutiny upon the justice system, as it came to light that several months before the killings, Rose had been released from custody in neighboring Arlington County after prosecutors dropped drug and weapons charges against him. This prior case was dismissed after a judge ruled that the police search was unconstitutional, and the evidence was suppressed. For the murders of Hernandez and his stepfather, Francis Deonte Rose was ultimately convicted on two counts of aggravated murder and other related charges. In October 2024, a judge sentenced him to 58 years in prison. The sentence was a disappointment to the victims' family and prosecutors, who had sought a life sentence, feeling that the horrific and senseless nature of his actions merited the maximum penalty.
