On an April evening in 1990, the life of a 16-year-old African American male named Phillip Pannell was cut short in Teaneck, New Jersey. The events of April 10th began when police responded to a call about a teenager with a gun. Officers Wayne Blanco and Gary Spath arrived on the scene and encountered a group of teens, including Pannell.
