In the early hours of May 15, 2017, the sound of gunfire shattered the pre-dawn quiet at the Jumping Brook Apartments West complex on Route 33 in Neptune, New Jersey. Multiple 911 calls flooded the Neptune Township Police Department around 12:38 a.m., reporting that shots had been fired. When officers arrived at the scene, they found a man lying on the ground, suffering from a gunshot wound. The victim was identified as 41-year-old Mark Ruffin Sr. of Lakewood.
