In the early morning hours of a Saturday in Jersey City, the sound of gunfire shattered the pre-dawn quiet on Randolph Avenue. When police responded to the reports of shots fired at approximately 3:15 a.m. on November 20, 2021, they discovered a man suffering from multiple gunshot wounds to his torso and lower extremities. The victim was identified as 24-year-old Rashaun Bell, a male resident of Jersey City.
