In the early morning hours of January 9, 1996, a sense of routine patrol was shattered by a fatal encounter that left a community in mourning. Patrick Michael Prohm, a 32-year-old male police officer with the Detroit Police Department, was diligently serving his city when he spotted a stolen Cadillac. Just after 12:30 a.m., he began to follow the vehicle, waiting for backup before initiating a stop.
