The discovery prompted an immediate investigation by the Tulsa Police Department, who treated the case as a homicide.
As detectives delved into the circumstances surrounding Frost's death, a person of interest was identified. The investigation led to Johnny Little Cook, a 43-year-old man from Tulsa.
According to federal authorities, Cook alleged that he felt threatened by Frost. However, investigators concluded that the shooting was unprovoked. The case was eventually picked up by federal prosecutors.
In March 2021, a federal grand jury returned an indictment against Johnny Little Cook. The charges brought against him were first-degree murder in Indian Country and carrying, using, brandishing, and discharging a firearm during and in relation to a crime of violence. The investigation was a collaborative effort between the Tulsa Police Department and the FBI.
