On March 19, 1985, at approximately 9:30 a.m., Milwaukee Police Officer Rosario Joseph Collura, aged 39, and his partner, Officer Leonard Lesniewski, were conducting routine patrol duties in the area of North 17th Street and West Center Street in Milwaukee, Wisconsin. During their patrol, they observed what appeared to be a drug transaction taking place in an alley. Demonstrating their commitment to law enforcement, the officers approached the individuals involved to investigate further.
