In the winter of 1994, the life of 20-year-old Calvin Payne Jr., a Black male, was tragically cut short in Racine, Wisconsin. On the morning of December 23rd, at approximately 10:58 a.m., Payne was walking in the 900 block of Peck Avenue when he was shot in the head. Despite the presence of several people in the immediate area at the time of the shooting, no witnesses have ever come forward.
