On an autumn night in Milwaukee, Wisconsin, 34-year-old Jay P. Balchunas, a White male and a dedicated Special Agent with the Wisconsin Department of Justice, was working undercover. In the early hours of October 29, 2004, he made a brief stop at a gas station on West Villard Avenue for a cup of coffee. As he returned to his vehicle, his life took a tragic and unforeseen turn.
