In the winter of 2016, the quiet town of Rice Lake, Wisconsin, was disturbed by a tragic event that unfolded within a downtown apartment building. On the evening of January 7th, the sound of gunshots and screaming prompted a 911 call, leading police to a grim discovery. Inside the apartment, officers found the bodies of two individuals, both of whom had died from gunshot wounds.

The deceased were identified as Cheri Fullarton, a 37-year-old Caucasian female, and 32-year-old Justin Lowrie. ...
