In the early evening of July 2, 2015, the life of 30-year-old Torrence Phillips, an African American man, was cut short by gunfire in Seattle's Central District. The shooting occurred just before 4:30 PM in the 900 block of 24th Avenue, a time when the neighborhood was filled with the sounds of a community preparing for the upcoming holiday weekend. Those sounds were shattered by the report of multiple gunshots, prompting witnesses to flood 911 with calls for help.
