In the pre-dawn hours of January 14, 2019, the quiet of a Richland, Washington neighborhood was shattered by the sound of gunfire. On the sidewalk in front of his home on Goethals Drive, 21-year-old Emilio M. Elizondo, a Hispanic male, was found by neighbors who had been startled awake by the shots.
