On the night of March 18, 2020, Raymond Martine Serrano, a 36-year-old male, was walking with a friend in the 300 block of East 26th Street in Tacoma, Washington. At approximately 11:24 p.m., a dark-colored sedan passed by, and an occupant of the vehicle shouted at Serrano to get out of the street.
