In the early evening of December 7, 2021, the sound of gunshots shattered the calm on the 1400 block of Hill Street in Lexington, Kentucky. When police officers arrived at the scene near an apartment complex around 8:16 p.m., they found 51-year-old Ramon Pennie, a Black/African American male, suffering from multiple gunshot wounds.
