In the small community of Allen, Kentucky, a dedicated public servant's life was tragically cut short in an act of violence that shook the region. Jacob Russell Chaffins, a 28-year-old male, served his community as a Prestonsburg Police Officer, a member of the Prestonsburg Fire Department, an EMT, and a Sergeant in the National Guard. His commitment to public service was a defining characteristic of his life, which ended on Friday, July 1, 2022.
The events leading to Officer Chaffins'
death began on the evening of Thursday, June 30, 2022, when he and other law enforcement officers responded to a residence in Allen to serve a warrant related to domestic violence offenses. Upon their arrival, the officers were met with a hail of gunfire from a heavily armed man, identified as 49-year-old Lance Storz. The situation quickly escalated into a prolonged standoff, with Storz firing hundreds of rounds from various firearms he had positioned throughout his home.
During the intense shootout, Officer Chaffins was critically wounded. He, along with several other officers, was struck by the gunfire. Despite the immediate efforts to save him, he succumbed to his injuries the following day. Two other officers, Captain Ralph Frasure and Deputy Sheriff William Petry, were also killed in the ambush, along with a police K9 named Drago. The violent encounter also left three other law enforcement officers and the director of emergency management wounded.
After a standoff that lasted for several hours, Lance Storz was taken into custody. He was subsequently charged with multiple counts of murder of a police officer, attempted murder of a police officer, and assaulting a service animal. However, before he could stand trial for his actions, Storz took his own life while in custody. The tragic incident left a lasting scar on the community, highlighting the dangers faced by law enforcement officers in the line of duty.
