In the small town of Allen, Kentucky, a dedicated law enforcement officer, Ralph Harlow Frasure, a 60-year-old male, lost his life in a tragic and violent ambush. On the evening of June 30, 2022, Captain Frasure of the Prestonsburg Police Department was among a group of officers attempting to serve a domestic violence protective order at a residence on Main Street.
The subject of the order, Lance Storz, was waiting for them.
As the officers approached the home, Storz opened fire, unleashing a barrage of hundreds of rounds from firearms he had strategically placed throughout his house. The scene quickly devolved into a protracted standoff. Captain Frasure, along with Floyd County Sheriff's Deputy William Petry, was fatally wounded during the initial assault. Another officer, Jacob Chaffins, succumbed to his injuries the following day. The violent encounter also resulted in the death of a police K-9, Drago, and left three other law enforcement officers and the director of emergency management wounded.
After several hours, Storz was taken into custody. He was subsequently charged with multiple counts of murder of a police officer, attempted murder of a police officer, and assaulting a service animal. The community was left to mourn the loss of Captain Frasure, a veteran of the Prestonsburg Police Department with 39 years of service, who was remembered as a beloved School Resource Officer at Prestonsburg High School. Following his arrest, Lance Storz died by suicide while in custody.
