Charlotte Ann Rawls, aged 52, was found dead on May 7, 2016, in an apartment complex located on the 200 block of 5th Street East in St. Paul, Minnesota. The incident occurred early in the morning after reports of gunfire were received by the police. Upon arrival, officers discovered Rawls' body inside the apartment, along with a man who had been shot multiple times.
The wounded man was transported to Regions Hospital for treatment and was expected to survive.
The suspect, identified as 29-year-old Scott Alan Klund, was arrested at the scene. Klund, a former U.S. Marine Corps rifleman, served from May 2007 to May 2011 and was deployed to Afghanistan in 2008. He also served in the Philippines and Thailand in 2010. Klund received several military honors, including the Marine Corps Good Conduct Medal and the Global War on Terror Service Medal.
Klund was taken into custody on suspicion of murder and attempted murder. According to emergency radio traffic, Klund himself called 911, stating that he had shot a man several times and was still in the apartment with a rifle. The Ramsey County attorney's office reviewed his case for possible charges following his arrest.
Charlotte Ann Rawls was reported to be homeless at the time of her death. She had been temporarily staying with friends after losing her apartment due to a disability. The relationship between Rawls and Klund, as well as the motive behind the shooting, remained unclear as the investigation continued.
