On November 3, 2020, at approximately 9:15 p.m., St. Paul police responded to reports of gunshots at a duplex in the 2200 block of West Seventh Street. Upon arrival, officers discovered 42-year-old Ruben Adrian Paramo Sr. deceased inside the residence, having sustained multiple gunshot wounds. The Ramsey County Medical Examiner later determined that Paramo had been shot 16 times.
While en route to the scene, officers observed a motorcyclist, later identified as 23-year-old Roger Voss,
speeding away from the area and running red lights toward downtown St. Paul. After a brief pursuit, police apprehended Voss, noting dried blood on his hands and a loaded. 40-caliber Glock in his possession. Voss claimed he had gone to the residence to purchase drugs but alleged that Paramo attempted to rob him at gunpoint, leading to a struggle during which Voss was shot in the finger. Voss stated he feared for his life during the altercation.
Investigators at the crime scene found signs of a struggle, narcotics, drug paraphernalia, and multiple shell casings. Witnesses reported hearing numerous gunshots from the main floor of the duplex. Despite Voss's account, no additional firearm was recovered at the scene. Voss, who was ineligible to possess a firearm due to prior convictions, was subsequently charged with second-degree murder and illegal possession of a firearm.
This incident marked the 28th homicide in St. Paul for the year 2020. Authorities urged community members to come forward with any information regarding individuals carrying firearms or engaging in violent activities, emphasizing the importance of public cooperation in preventing further tragedies.
