In the early morning hours of October 1, 2023, 36-year-old Asian man, Khoua Yang of Milwaukee, Wisconsin, was found with a fatal gunshot wound on the 2100 block of Scenic Place on Saint Paul's East Side. Police responded to a report of a shooting around 2:10 a.m. and discovered Yang unresponsive on the ground. Paramedics arrived shortly after and pronounced him dead at the scene from a gunshot wound to the chest. His death marked the 26th homicide in Saint Paul for the year.
