On a summer night in Saint Paul, Minnesota, a series of events tragically culminated in the death of Jeffry Foss, a 59-year-old Caucasian male. On July 1, 2022, Foss was found on a sidewalk in the 600 block of Dale Street North with a fatal gunshot wound to the back of his head. The area where he was discovered, near a garden with picnic tables littered with empty alcohol containers and cigarette packages, would become the focal point of a homicide investigation.
