Will Garr, a White male aged 43, was the night policeman in Caney, Kansas, when his long-running friction with a local troublemaker reached a fatal climax on April 14, 1908. He had previously arrested a town drunk and rowdy named Mark Killion several times; that evening Killion “called out” Garr on the street.
