In the late afternoon of August 14, 2014, a domestic violence call led to the death of 52-year-old Sonny Wagner, a male resident of Newton, Kansas. His wife contacted authorities, reporting that Wagner had beaten her. A veteran police officer with two decades of experience was dispatched to their home.

Upon his arrival at the residence, the officer was met at the door by Wagner, who was holding a large hunting knife. The officer repeatedly ordered Wagner to drop the weapon. Wagner did not ...
