On a tragic Tuesday afternoon, August 18, 2015, the life of 23-year-old Deron J. Rucker, a Black male from Kansas City, Kansas, was cut short by gunfire. The incident unfolded just after 2 p.m. in the parking lot outside Pepper's Hot Dogs & Phillies, a restaurant located in the 1900 block of Quindaro Boulevard.
