David William Payne, a 35-year-old Caucasian male, found his life tragically cut short on July 9, 2018, in Topeka, Kansas. On that summer day, officers from the Topeka Police Department were dispatched to the 900 block of N.E. Madison Street following reports of a shooting. Upon their arrival, they discovered Payne suffering from a single gunshot wound. He was quickly transported to a local hospital, but despite the efforts of medical personnel, he succumbed to his injuries.
