On a late spring afternoon in Washington, D.C., the life of 21-year-old Qur’an R. Vines was tragically cut short. On Monday, June 8, 2015, at approximately 4:01 p.m., Vines, a male resident of Southeast D.C., was shot and killed. The incident occurred in the rear of the 5100 block of Southern Avenue, SE.
