On a cold Saturday afternoon, the 7th of January, 2017, tragedy struck in the Congress Heights neighborhood of Southeast Washington, D.C.. Devin Hall, a 23-year-old male from Temple Hills, Maryland, was discovered inside his parked vehicle on the 3500 block of 6th Street SE, suffering from multiple gunshot wounds. Officers were drawn to the scene after being alerted to the sound of gunshots in the area.
Despite being rushed to a hospital, Devin Hall succumbed to his injuries and was pronounced dead, marking the District's first homicide of the new year.
For years, the case remained a painful, unsolved chapter for Hall's loved ones. He was remembered as a loving son and a hardworking and reliable individual by those who knew him. However, justice would eventually be served. The investigation into Hall's death unraveled a violent and bloody feud between two rival gangs operating in Southeast D.C., the Wahler Place and Trenton Park crews.
The breakthrough in the case came as part of a larger investigation into the gang war that was responsible for numerous violent crimes, including four homicides, in less than a year. It was revealed that Devin Hall's murder was a targeted act in this ongoing conflict. The man responsible for ending Hall's life was identified as Derek 'Fats' Turner, a member of the Wahler Place gang. Turner's violent spree also included the murder of another man, Andrew McPhatter, just a few months after Hall's death, and several other non-fatal shootings.
In December 2022, following a nine-week trial, Derek Turner was convicted on a slew of charges, including two counts of first-degree premeditated murder while armed for the killings of Devin Hall and Andrew McPhatter. His crimes, part of a conspiracy to kill and assault members of the rival Trenton Park crew, resulted in a lengthy prison sentence. In March 2023, Turner was sentenced to 130 years behind bars, with 40 years specifically for each of the murders he committed. Two of his associates, Ronnika M. Jennings, a civilian clerk for the Metropolitan Police Department who provided confidential information to the gang, and Duan M. Hill, were also convicted for their roles in the conspiracy and received sentences of 15 years and 57 months, respectively.
