On a cold Saturday afternoon, the 7th of January, 2017, tragedy struck in the Congress Heights neighborhood of Southeast Washington, D.C.. Devin Hall, a 23-year-old male from Temple Hills, Maryland, was discovered inside his parked vehicle on the 3500 block of 6th Street SE, suffering from multiple gunshot wounds.
