On a Monday morning, January 16, 2017, Vivian Marrow was on her way to the corner store in her Washington, D.C. neighborhood. A familiar and beloved figure, often described as a 'neighborhood mom,' the 68-year-old woman, who was a grandmother to eleven, navigated the sidewalk in her wheelchair as she had done countless times before.
