On a Monday morning, January 16, 2017, Vivian Marrow was on her way to the corner store in her Washington, D.C. neighborhood. A familiar and beloved figure, often described as a 'neighborhood mom,' the 68-year-old woman, who was a grandmother to eleven, navigated the sidewalk in her wheelchair as she had done countless times before. Her simple errand, however, was tragically interrupted in the 2400 block of Elvans Road, SE, at approximately 10:16 a.m.
