In the quiet, residential neighborhood of Fort Davis Place in Southeast Washington, D.C., the night of January 26, 2019, was shattered by the sound of gunfire. When police arrived at the 1500 block around 10 p.m., they discovered a grim scene. Inside a parked vehicle, 26-year-old Javon Abney, a male resident of Southeast D.C., was found in the driver's seat, having been shot more than 15 times in his head, neck, and body.
