On a Saturday night in Washington, D.C., the life of 27-year-old Devante Waters was tragically cut short. On October 16, 2021, at approximately 9:43 p.m., gunshots rang out in the 400 block of 12th Street, Southeast. Witnesses reported that Waters was the victim of a drive-by shooting that occurred in the middle of the block.
