In the early morning hours of Sunday, August 14, 2016, a gathering of people in a casino parking lot in North Las Vegas turned deadly. DeAndre Orlandis Taylor, a 45-year-old Black man, was in the parking lot of the Silver Nugget casino on North Las Vegas Boulevard when gunfire erupted.

Around 4 a.m., North Las Vegas police responded to reports of the shooting. Upon arrival, they discovered Mr. Taylor and another man, 41-year-old Delven Raspberry, suffering from apparent gunshot wounds. Tr ...
