On November 18, 2013, nineteen-month-old Mia McKoy-Phanthavongsa, a female, became the victim of a devastating act of violence. The events of that morning began to unravel when Mia's mother, Kim Phanthavongsa, made a frantic call to the police, reporting that her ex-boyfriend and Mia's father, 22-year-old Merrick McKoy, was inside her apartment with a gun.
An altercation had ensued between the former couple, prompting Kim to flee to a neighbor's home to seek help, leaving her young daughter behind.
