On a late summer evening in Springfield, Massachusetts, the life of 30-year-old Luis Reyes, a Hispanic man, was tragically cut short. On September 2, 2016, Reyes was fatally shot in the city's downtown entertainment district. The incident occurred as he was walking back to his parked car.
