In the early hours of December 8, 1990, a resident near the intersection of Southeast Harney Street and 65th Avenue in Portland, Oregon, observed a gray van parked on Southeast Harney, just west of 65th Avenue. Around 4:40 a.m., the resident heard several popping noises and saw a small car speeding away from the scene.
