In the early morning hours of August 29, 1992, the life of 16-year-old Kenneth Wells was tragically cut short in a burst of gunfire. An African-American male, Wells was with an associate, stepping out of a vehicle on the 6100 block of NE 10th Avenue in Portland, Oregon, at approximately 5:20 a.m. when the fatal encounter occurred.
