In the early morning hours of August 6, 2022, a sense of disquiet settled over the East Columbia Neighborhood of Portland, Oregon. Officers from the North Precinct were dispatched to the 1100 block of North Schmeer Road following a report of a shooting. Upon their arrival at approximately 2:09 a.m., they discovered the body of a man, later identified as 53-year-old Otis Shayne Abner.
The medical examiner would subsequently determine that Abner's life was taken by a gunshot wound, ruling his death a homicide. In the immediate aftermath, law enforcement found no suspects at the scene.
For a time, the investigation into the death of Otis Abner continued without a named person of interest. Abner, a grandfather to six, was remembered as a victim of the city's increasing gun violence. The case took a significant turn when authorities identified 23-year-old Jacob A. Fitzgerald as the primary suspect in Abner's murder. Investigators learned that prior to the fatal shooting, Abner had been in a vehicle with Fitzgerald and a woman. An argument ensued, leading to Abner's departure from the car.
The narrative of this tragic event grew more complex with a brazen act of violence that occurred nearly eighteen months later. On February 11, 2024, Fitzgerald was involved in another shooting, this time targeting a witness from the 2022 homicide. This act of intimidation and further violence ultimately aided law enforcement in their pursuit. On March 18, 2024, a coordinated effort between the Portland Police Bureau's Homicide Unit, the U.S. Marshals Fugitive Task Force, and the Multnomah County Sheriff's Office Special Investigations Unit led to the apprehension of Fitzgerald.
Following his arrest, Jacob A. Fitzgerald was lodged in the Multnomah County Detention Center and faced a litany of charges, including Murder in the Second Degree, Unlawful Use of a Weapon, and Attempted Murder in the Second Degree for the subsequent shooting of the witness. His arrest brought a close to a lengthy investigation, offering a measure of resolution to the family and friends of Otis Shayne Abner and addressing the ongoing threat he posed to the community.
