On a cold January day in 2006, the small community of Wapello, Iowa, was shaken by a devastating act of violence that claimed the lives of two people, one of whom was a young boy. Four-year-old Evan Alan Massey, a White / Caucasian male, was fatally shot on January 6, 2006. The person responsible for this tragic event was his own father, Kirk Alan Massey, who was 25 years old at the time and served as a dispatch officer and jailer for the Louisa County Sheriff's Department.
