On a late summer evening in Burlington, Iowa, the life of 35-year-old Virgue Leonardo Orr, a Black / African American male, was tragically cut short. On August 19, 2015, police and paramedics responded to a call shortly before 8:30 p.m. in the 600 block of South Central Avenue.
