On a tragic spring night in Dubuque, Iowa, the life of 21-year-old Collin Brown, a White male, was violently cut short. In the early morning hours of April 2, 2016, a group of individuals forced their way into his home located in a mobile home park in the community of Key West, south of Dubuque.
